¿Se justifica crear una universidad para los docentes en la Provincia de Buenos Aires, Argentina? Entre la jerarquización y el disciplinamiento
Resumo
Este trabajo analiza la creación de la Universidad Pedagógica Provincial en la Provincia de Buenos Aires, Argentina, durante el año 2006. Se rastrean antecedentes respecto de la denominación y su carácter provincial. Además de considerar el trámite parlamentario para la sanción de la ley de creación, el análisis se centra en e contenido de la ley, en particular la relación entre la universidad y el sistema productivo, el gobierno, la autonomía, las funciones, entre otras cosas. Asimismo, se pone en cuestión la necesidad de una universidad para los docentes dado que en el ámbito provincial existen numerosas instituciones universitarias. Se concluye que esta universidad parece estar al servicio del poder político e inscribirse en las políticas de disciplinamiento de los docentes.

AbstractThis paper analyzes the creation of the Provincial Pedagogical University in Buenos Aires Province, Argentina, in 2006. The background related to its name and its provincial character is searched. Apart from considering congressional procedures to pass the law for its creation, the analysis is centered on the contents of the law, especially on the relationship between the university and the productive system, the government, the autonomy, the duties among other subjects. Likewise, it is pointed the necessity of a university for teachers since there are numerous universities in the province. It is concluded that this university seems to be at the service of the political power and support the disciplinary policies for teachers.
