A cidade precisa dormir em paz... Relações entre Educação, Psicologia e risco social
Resumo
Neste artigo, buscamos problematizar e redimensionar a compreensão a respeito de algumas práticas de governamento voltadas a crianças e adolescentes ditos em “situação de risco social”. Isto é resultado da análise de programas socioeducativos militares, voltados ao entendimento deste público, bem como de seus interlocutores, tais como a escola, a legislação os conselhos tutelares que tomaram a infância e adolescência como seu objeto. Estes documentos foram analisados a partir do olhar da produção foucaultiana, tomada como uma forma de interrogar a realidade. Procuramos, assim, dar visibilidade às condições de possibilidade envolvidas na intervenção de como e por quais estratégias essas organizações passam a constituir-se como locus do desenvolvimento de programas sócio-educativos. Primeiro, apresentamos algumas reflexões a respeito das questões de intervenção e da articulação entre duas modalidades de poder na constituição de populações governáveis. Em seguida, buscamos uma genealogia de sua constituição para analisarmos as estratégias e tecnologias voltadas ao governamento desta população.

AbstractThis article, propose to problematize and to re-calculate the understanding about some governmental practices turned to children and adolescents it could be in “situation of social risk”. This is a result of the analysis of military social educative programs, turned to the understanding of this public, as well as of his interlocutors, such as the school, the legislation the protective advices that took the childhood and adolescence like his object. These documents were analyzed from the glance of the Foucault production, used like the form of questioning the reality. We try to give, so, visibility to the conditions of possibility involved in the intervention of like and for which strategies these organizations became a locus of the development of social educative programs. First, wepresent some reflections concerned to the questions of intervention and of the articulation between two kinds of power in the constitution of governable populations. Next, we look for a genealogy of his constitution to analyze the strategies and technologies turned to a governing of this population.
