Parceria público-privada na gestão da universidade pública brasileira
Resumo
O artigo analisa a reforma do Estado e da educação superior adotada no Brasil, no final do século XX e início do século XXI. Argumenta que essa reforma instituiu um novo modelo de organização e gestão nas universidades públicas, fundamentado no paradigma gerencialista de administração, com vistas a ajustar essas instituições à lógica produtivista de privatização e mercantilização de bens e serviços acadêmicos. Assim, princípios como flexibilidade, diversidade e competitividade foram adotados no interior dessas instituições, com vistas à contenção dos gastos públicos. Como resultado dessa política, baseada em ajuste fiscal e cortes nos gastos sociais, as universidades têm sido induzidas a captar recursos no mercado por meio do estabelecimento das parcerias públicoprivadas.

Public-private partnership in the management of the Brazilian public university
AbstractThe article analyzes the reform occurred, in both, of the State apparatus and the higher education system adopted in Brazil, at the end of the 20th century and early in the 21st. It argues that such a reform creates a new organization and administration model in public universities grounded on the management paradigm of administration in order to adjust those institutions to the privatization productivism logics and commercialization of academic production, supplies and services. Therefore principles such as flexibility, diversity and competitiveness were adopted by those institutions to achieve the contention of public expenses. As a result of that policy, based on fiscal adjustment and cuts in the social costs, the universities have been induced to searching for resources in the market through the establishment of public and private partnerships.
